Could no rain affect power lines?

Well as some of you may know houston hasn't had rain in a while. Well just this morning at 3:45, a wooden electric pole by my house had caught fire. I called the fire department and they managed to put out the fire. There was a slight drizzle at the time. So as I went to drop off my dad to work, all over the place I could hear weird zzzzzzzzz sounds. I lost power earlier and one of my friends doesn't have power right now. I'm just asking what could be the cause of this.
