What animals are in the pond?

just moved to a complex and theres a pond in front of my apartment. Every night at about 7 there are lots of ripples in the water as if it were drizzling. Tonight I noticed that there are tiny eyes or heads peering from the water then sinking back down and thats what's causing the ripples. Are these frogs? If not then what are they?
